Close but no cigar

Ontario will soon move to stage two of the unlockdown but not where I live. In Niagara there are roughly 500 thousand people spread over a rather large piece of real estate. The Viral rates are pretty low, 2-4 new cases each day, so we would appear to be good candidates for an upgrade in freedom. Certainly it doesn't seem all that scary to go for a walk or even drop into a supermarket at the right time and of course properly masked.
The kicker is that we live next door to an area with lots of people and not much separation potential...Torona. Opening things up for us would most likely lead to a lot of folks deciding that a trip to the falls would be jolly. That would not be good.
Its a bit of a bummer, a patio visit with a couple of friends would be nice. It is also nice to know we are living in pretty safe circumstances. Maybe we will be included in the next liberation. Meanwhile I am grateful for the safety.
